Delaware is also known as the First State, as it was the first state to ratify the United States Constitution. That makes Kent County, with its seat in Dover quite a special place in American history. The area was first settled in the 1670s. Since then the settlers kept coming and forming various towns and villages. The county seat of Dover was officially incorporated in the early 18th century, in 1717 to be precise. After the ratification of the US constitution in 1787, Kents Counties’ economy started growing and developing. It was mostly revolving around the growth of small grains  which was less labor-intensive, so the practice of slavery never took hold in the county.
